THE RETURN OF THE UK TO HORIZON EUROPE

Good news! A significant pathway for research is opening between the European and British scientific communities. Pending formal adoption by the European Council of the political agreement reached between the European Commission and the United Kingdom, from January 1, 2024, British researchers and organizations will be able to participate in and access funding from the Horizon Europe programme.

With the UK’s return, the funding available to European countries increases. The programme has a budget of €95.5 billion for the 2021-2027 period. It is estimated that the UK will contribute around €2.6 billion annually, both through its participation in Horizon Europe and the Copernicus component.

For this period, Horizon Europe is based on three pillars:

  • Excellent Science, which funds research projects, supports professional development, and trains research personnel through the European Research Council (ERC).
  • Global Challenges and European Industrial Competitiveness, which funds research in social challenges, strengthens industrial technological capabilities, and establishes missions with objectives oriented toward major global challenges (in the fields of health, climate change, cancer, etc.).
  • Innovative Europe, which supports innovators, entrepreneurs, SMEs, and scientists in making Europe a pioneering power in innovation through the European Innovation Council.

How does this milestone affect other Horizon Europe participant countries?

This significant milestone will encourage potential partnerships between academic institutions in the EU and the UK, promote researcher mobility, and strengthen their ties. Additionally, it’s important to note that the UK is a major scientific collaborator with all EU member states.

Without a doubt, the UK’s return to the framework programme is excellent news. During the 2014-2020 period, the UK was the second-largest beneficiary of the H2020 programme and the third country in terms of participation, behind Germany and France. The UK has key universities and research centres at the European level. Now, they can return as project coordinators after several years of uncertainty following Brexit.
